Chapter 64 - 7 Division

Alex and all seven managers gathered for a meeting in the command center. The main agenda today is to brainstorm over people's distribution, accommodation, and jobs, in accordance with the fourth rule that states, 'Everyone must contribute'. Every male and female, between age 16 to 60 years old, unless, under a disability, each person needs to contribute to the community.

Other than the supervisor position which works directly under each manager, there were two main roles within the community; The worker and the fighter.

In a time of peace, the ratio number between civilian and security personnel are normally around 500:1, but in Doomsday time, Alex proposes a ratio of 4:6, For every 10 people there will be 4 fighters and 6 workers.

Benny: "Mr. Alex, seeing the current progress, the whole Bali should be clear of all zombies within a month or two. Shouldn't we focus on rebuilding society with workers than creating more fighters?"

Alex gave it some thought. He understood this line of thinking, overcoming the first wave of such tragedy is no small feat and gaining confidence in the process is great, but knowing what's yet to come. Alex went on to say, "As I explained in the doomsday video, the threat will only increase, in the near future we will not just be facing zombies, Monster will start showing up. These zombies were just the beginning, the tip of the iceberg..."

Alex has an unwelcomed lash memory of his past life. A group of elite sky realm warriors, easily devoured by a 10 meters tall monster, instant death, and terror... he unconsciously shivers.

"Within months, the threat level will vastly increase. If we don't prepare now, we would be wiped out by these monsters!"

After letting the news sink in for a few seconds, Major Sandi broke the silence, "What kind of timeframe are we working on here?"

"Three months," Alex replied as a matter of factly.

"After three months, we will see more mutated zombies than normal zombies on the street. There will also be hordes of monsters even stronger than the red zombies. Without a proper aggressive defense, no human will survive. Therefore, before three months are up, we need to gather all civilians, not just those in Bali, but all the islands in the East and further!"

Everyone present in the room were startled upon hearing this. It has been a long 4 days since the doomsday, with the progress they have made, just as the people begin to feel somewhat safer, anxiety rushes back in. After this point, there was no longer an argument about the ratio in the meeting. Silently, Alex was determined to steadily increase the fighters ratio in the future.

The first batch of fighters recruited were 35.000 strong. This was a decent number, these fighters will be assigned to Major Sandi. Even though the Major was a high ranking officer in the police department and trainer for the police special forces, it will be the first time he handles these many men before. Colonel Jaka, head of the police might be a better candidate, but he declined because of his age.

First is the Pencak Silat basic movement, offense, and defense techniques.

Second is the weapon combat; the art of the saber for assault, spear, and shield for defense.

The group also still need to learn the basics of firearm techniques. The ones who have proficiency in the firearm will be set aside to be in the firearm troops.

The third is the formation training. The basic is the five-men formation and the big group formation for both offense and defense.

Alex needed the first batch to be ready within two weeks. The public security division was not created to build an army, but just as a basic introduction and ensure smooth flow within the compound. The advanced training will start within the military and continue on to combat experience. Through this process, the division also got the chance to recruit some of the fighters to be the guards for the base.

All these new fighters will be moved and stationed in the city of Antiga, a city located between The Main Base and the Bay city.

Tony recruited 5,000 workers to revitalize the Antiga city, turn it into a fighter base and the Bay city into a Naval base. 5,000 workers and 35.000 fighters, the total of 40,000 men will be relocated outside the main base. This way, the overpopulation of the main base and living arrangement of the people were resolved.

There were another 46,000 people left in the Star Base. The base expected to receive ten thousands more survivors daily for the next few days. Only in a matter of days, the base will again be overpopulated. Alex needed to quickly sort out this recurring issue. Excluding the children and elders, there were 28,000 workers to be assigned for jobs.

Tony took another 10,000 workers, mostly builders, and steelworkers. He would need to build the rest 200 warehouse within weeks, with some of the construction machinery crippled by the EMP, he would need more manpower to do manual labor.

There were still plenty of things to do outside the base, but this warehouse has to be the main priority. He demanded that the 200 warehouses needed to be done within three to four weeks. Therefore at the moment, he set up several extended tents as temporary living arrangements for the refugees who couldn't get a place yet.

Meanwhile, Jane took 7,000 workers to be farmers. As the number of survivor's increases, the farm also needs to expand. It's not hard to find 7,000 experienced farmers among the refugees, as many Bali locals were mostly professional farmers. She was also keen to expand the farm, from planting just potatoes to dairy and poultry produce. The essentials such as milk and eggs would require chicken and cows, but she would need to coordinate with the research division to make that happen.

The medical and research division, lead by Doctor Rachel, recruited all survivors with any medical and scientific experiences. With that requirement, she was able to gather 80 doctors and nurses, barely enough to run one medical center.

She was also required to send teams to the survival posts. For that purpose, she recruited an addition of dozens of medical students to fill in as medical assistants.

As for research division, Doctor Rachel could only recruit real scientists, experts in their specific fields. They are few and far in between, only a handful were qualified. They will research on three major areas: first being the effect of the mutation on the animal. Second would be the research on the body of mutated zombies. And third, the ongoing research on the Spirit stones.

Benny, as the leader of the administration division, has daily tasks which include profiling each survivor, brief, provide an identification card, assign room and the food vouchers.

He also created a help counter as an information center. These days, the center was full of people searching for their missing relative and friend. The division seems to be doing an easy task but without computer and internet... The job is a hundred times harder. But Benny's passions is always with the people. Benny recruit 500 people to help him

Devita got the last 10.000 plus people into the Supply division. The division not only provides the supplies but also make sure the supplies got distributed properly. Therefore she creates a few subdivision. The Helpers, The Cooks, The Traders, and The Scavengers.

This division will run the storage, the kitchen the main dining and the market. Each person who already gets an identification will receive two food voucher each day. that's mean roughly 100.000 mouths to feeds each day. With the current food supplies Alex prepared, it will last around 6 months. If more people came, it will not last long enough. Therefore not only the division needs to come up with a creative meal out of dry or canned foods, but they also need to find more supplies.

That's what the scavengers teams for. These scavengers will be the hunter of equipment and supplies throughout the abandoned cities. During a hunt, they will be accompanied by fighters. These scavengers are given the job to find highly needed items: Foods, Medical supplies, ammunition, and gasoline.

For the kitchen department, Devita only needs 500 cooks and the rest will be assigned as helpers. These helpers will help to distribute foods, cleanups and the other time will be to move supplies items. As for traders, currently will not be needed, All daily necessities like something to eat, to wear and to sleep already prepare for free by the base...but soon Alex plans to create a market and barter area but maybe in next few days.

The meetings are finally overs, the only one still confuse was the ex-governor Agung, he's not sure what to do with his division, there are almost 10.000 children and elders in this base.
