24th Ward, Tokyo

Now 24th Ward was far more lively because new 'citizens' arrived and those were, of course, the prisoners from Cochlea Detention Center. Many of them were already arranging some housing as they couldn't stay on the surface or other Wards as their faces were known in public and CCG would be now hunting for escapees from the Cochlea Prison, especially hard.

Lucien was on the top of some ruined building, observing entire 24th Ward and ghouls that arrived now. He was also planning in his head some ways to fortify the 24th Ward, turning it to some kind of massive Fortress City. For this, he would need his people to do it or to command the works, as many of ghouls here wouldn't be too useful in renovation or reconstructional works.

"Eto, come here."

Said Lucien after some time he was observing the ruins of the 24th Ward. He knew that Eto was behind him and silently watching him in the dark.

"Thank you for your cooperation. Both operations were a success, especially the 11th Ward Battle as we managed to completely cripple forces of the CCG for some time at least. Many agents of the Vasuki and the Washuu Clan would be forces now participate in operations of the CCG by going to the terrain as ghoul investigators."

Lucien nodded hearing this as he had a victorious smile on his face. Probably Eto already got the news that even Special Class Investigator was killed in the fight. Only this would attract many ghouls to join the Aogiri Tree as they had the capability to kill even Special Class Investigator, which was a terror to weaker ghouls.

Eto wasn't currently wearing those mummy looking bandages and that tattered red outfit, instead, she was wearing simple light clothes and black coat.

"I was helping also myself. If the CCG is crippled then as you have said. Agents of Vasuki would be forces reveal themselves form the dark and it would be much easier to kill them. Members of the Washuu Clan are also good, but in this aspect, they aren't that troublesome compared to the Vasuki, they are always hiding in the dark like some rats. How are your loses?"

Asked Lucien in the last sentence. They should be minimalized to great extent, but not every fight could be won without some sacrifices.

"Minimal, but we have lost around thirty or forty low-ranking members. Mainly C-rated ghouls and some B-rated ones. They were the cover troops in the 11th Ward Battle, they served their purpose even though their purpose was death. However, their sacrifice won't be forgotten and it wasn't in vain."

"That's good, we should concentrate the majority of forces in the 24th Ward for now, as I have some plans for it. Oh yes, did he join the organization?"

Lucien was confident that he could turn entire 24th Ward into the impenetrable fortress in two years or so. And another important thing was the recruitment of Kaneki Ken into the Aogiri Tree, where he would learn how to lead ghouls and Lucien would also teach him how to fight properly, also Kamishiro Matasaka could teach him some martial arts. Everything in goal to cultivate the new One-Eyed King. Everything was part of their own schemes, originally it was the only plan of Eto and Arima but Lucien joined because at least he could do something for ghoul kind after he left this world. One thing was a safe sanctuary in form of 24th Ward and another was One-Eyed King as ruler and protector.

"Yes, he did. For now, he would learn how to lead them and how to live as a ghoul. You could also teach him to fight and also Mr. Kamishiro also agreed that he would teach him some of his martial arts to make him stronger. When he would be ready, then Arima would do his part of the job, and soon new One-Eyed King would be born."

Said Eto.

"Hmm... what about that another madman Yamori? Did he survive or was he killed by that half-ass?"

Asked Lucien about the fate of the Jason, Oomori Yakumo, in reality, Lucien hoped that he would be killed as he was becoming more and more unpredictable and uncontrollable. Of course, if he was dead, then Lucien wanted his body, he was still an S-rated ghoul, he would do a good blood essence.

"Dead, he was eaten alive by him. Do you want his body and bodies of other ghouls that died during the 11th Ward Battle and Cochlea Raid?"

Even Eto herself was surprised that Jason was killed and eaten alive by an artificial one-eyed ghoul, who never fought in his life before and was human in the past. But that was real and she was also rather happy that Yamori was now that, as he was becoming too unstable. That interrogator in Cochlea really broke him too much, turning him crazy.

Asked Lucien as he looked at her. He was very curious about her answer as this could change her fate.
