Sekingar Sasaki [1], part of the team which handles planning and executing operations in the Hero Association, looked downcast as he stood in the main office of the Hero Association, located on the very top floor in a dimly-lit environment.

Who would've imagined that he would become an Executive at the Hero Association after failing the Hero Examination?

He certainly didn't.

Through a chance encounter, he managed to land himself consecutive promotions, reaching to where he is now, high above the regular staffs of the association.

And he wanted more.

To prove his loyalty to the association, he had personally gouged out his right eye and had it replaced with an advanced metal prosthetic eye when other executives only opted for a tattoo under their eyes.

To his knowledge, only Operative Chief McCoy did the same thing as him, but unlike McCoy, Sekingar displayed his prosthetic eyes proudly, as if he wanted to show off to the lower-ranking members of the Hero Association.

His well-defined features and slicked-back brown hair, reminiscent to that of high-class businessmen, gave the impression of unparalleled intelligence and vitality for years to come.

At the moment, however, they were drawn into a grimace, and for the first time since his promotion to Executive, he let out a groan in spite of himself.

He stood before the 6-meter long metallic table, in front of at least ten members of the association higher ranked than he was.

The metal prosthetic eye given to him by Dr. Bofoi was actually a cybernetic eye that did more than just 'zoom in-and-out.' It currently projected what appears to be a stadium directly onto the middle of the meeting table.

The stadium is an oval-shaped, open building that features a stand with three floors and several screens for the festival.

The arena of the stadium itself consists of a circular space with a flat square of concrete in the center, surrounded by grass. It also has many gates that lead in and out of the field.

Anything not familiar with the stadium would believe it to be a simple Olympic-size stadium.

They weren't wrong.

The stadium, located inside U.A. High School's campus, was indeed originally intended to host the Olympics, but with the rise of Quirks, the Stadium reinvented itself to what it is today.

Sekingar unconsciously gulped as he waited in uncomfortable silence for the Chiefs to speak.

"...I would've never thought the government would come willingly to our door," a lone voice broke the tense atmosphere as small but noticeable laughter echoed throughout the room, almost as if it was intentional.

"McCoy, do keep yourself in check." Another voice followed, lightly scolding the muscular man with glasses and an eye patch on his right eye who sat at the far end opposite to Sekingar. The man's hair was similar yet entirely dissimilar as well to Sekingar's. Unlike Sekingar's slicked-back hair, McCoy's was slicked-back as well, but combed upwards, giving it a wild feel.

'It's like he's trying to hide his age.' Sekingar mused as he remained quiet and turned to the position sitting directly in front of him.

Sitch Thornton [1], Minister Officer of Justice, a middle-aged man with a bulbous nose and gray hair parted to the right. He wore a simple business suit like everyone else in the room, except his was brown.

'Thornton,' Sekingar continued waiting, 'is the highest-ranking member of the Hero Association only answering to the founder of the association, Agoni Taidis.

Sekingar wanted to sit in the very spot Sitch sat upon.

"While it's rare for me to attend a meeting of this type, Mr. Agoni has directed me to facilitate this meeting." Sitch knocked on the A4 paper that laid before the rest of the participants of the conference.

Sitch then turned to Sekingar, beckoning him to start the meeting.

"The government had proposed a joint-operation on the up-and-coming U.A. Sports Festival with sponsors from the Hero Association, Kuoh Acad--"

Before Sekingar could finish, a serious voice jumped in.

"It's just a high school festival, why do we need to employ a multi-city wide emergency broadcast for something of this scale?" Everyone turned to the speaker, almost as if they were annoyed.

A well-dressed man of portly figure brandishing a slightly tank-shell shaped head, thick eyebrows, beady eyes with a fat freckle spotted nose and gray hair.

Guiches Gaston, Chief of Z-City's Hero Association Branch, a greedy man unbefitting of his rank.

Sitch sighed out loud as if he purposely wanted it to be heard, he then lifted his head from the paper and turned to Guiches, knocking on the paper twice before nodding his head towards Sekingar.

"The purpose of the joint-operation differs for each of the sponsors. Our goal," Sekingar put a light emphasis on 'our,' trying to subtlety implant the idea that he's a core and integral part of the Hero Association's plans, "is to recruit potential Heroes worthy of Upper-Rank B and above into our system in order to further secure the donations and support of the populace."

"Our goal, however, is not limited to just the Hero candidates, but also the staffs." Sitch continued.

"The Sports Festival will not be limited to those who are combat-ready, but also to those who are academically oriented. Kuoh, with support from their sponsors: the Nishizawa Corporation, the Kaiba Corporation, and their last unknown support will sponsor an Academic-based event."

"And what is our role in this?" McCoy asked as he took a sip of the black coffee on his side.

"Our role is to facilitate the construction of the second 'stadium' for the Academic Festival, as well as to have our Heroes act as security for the event."

"You can't possibly be thinking of drawing money from our banks?" Guiches slammed the table, spilling over his Chambertin Grand Cru onto the table.

Sekingar raised his brows as he desperately wanted to use the second feature of his cybernetic eyes on this thickskinned Chief.

Guiches only got his rank through his background as one of the top investors in the corporation, meaning that if Sitch wanted to fire him, he would have to do so at the loss of their 8th-highest investor.

"Yes," Sitch replied immediately, "Through our connections with Dr. Bofoi, we managed to get a hefty 'discount' which only we can use. Due to our contribution, we'll have the 'first pick,' although it's only limited to only one, if our prediction is correct, we'll get a middle-rank S-Class Hero."

"It's a wonder as to why Kuoh doesn't want anything out of this, just what exactly is Zeoticus Gremory planning?" McCoy chimed in as he took another sip of the coffee, a light bulb went off in his head as he added on, "Wait, is he looking for a suitor for his granddaughter?"

McCoy laughed, "Just a joke," before turning to Sekingar.

"The Government's purpose in the joint-operation concerns the rapid expansion of humanity. As everyone may already know, the 'Convergence' phenomenon 500 years ago forced the continents of the world into one. Through a miracle of sorts, the governments of each country came together into the Free Continents Alliance (FCA), where they became a single entity ruling over all 26 Cities. With the rapid expansion of humanity, so too did the discovery of the only continent that didn't merge with us, the 'Dark Continent.'"

"To cut it short," Sitch sighed, "there are too many 'unmarked' superhumans that can potentially harm the population. More specifically, the combat-oriented ones. Their goal is to get as many of those 'unmarked' into the surface to be 'marked' during the 'Overworld Tournament'. What happens afterward is really up to the sponsors, the Hero Association, the Pro Heroes, and Kuoh. We can kill them; we can recruit them, we can detain them, anything of the sort."

"And what about U.A. High School?"

"U.A. High School will be continuing their Sports Festival, as well as offering those under the age of 17 who performs well in the 'Overworld Tournament' directly into their school. Other than that, it's the same as usual, show off their students to big companies."

"In short," Sekingar continued, "There will be three competitive events," the Sports Festival, the Academic Festival, and the Overworld Tournament. The first event would be the Sports Festival since it'd be primetime when it starts, so as to attract the most attention. The Academic Festival will follow after, and the Overworld Tournament will be on the second day."

"There has to be a good reward to attract those 'unmarked' right?" McCoy asked.

"Kuoh will be the one handing out the rewards," Sitch responded, "The reward for the Academic Festival will be roughly 10 Million USD, as for the Overworld Tournament," Sitch turned to Sekingar.

Sekingar nodded, pressing the side of his head that connected to his cybernetic eye.

The projection of the stadium changed.

To that of seven crystalline spheres gently placed in a box, each sphere featuring five-pointed stars ranging from one to seven.

"Kuoh believes that these balls, along with a certain chant," Sitch stood up and turned away from the table, looking at the bright blue sky.

"Will grant any wish."
