The members of SRL are divided into 6 stages.

Junior Grunt ( intermediate stage strength )

Senior Grunt ( high stage strength )

Junior Officer ( top stage strength )

Senior Officer ( peak stage strength )

Executive ( elite stage strength )

Boss ( champion stage strength )

There is a Boss and 6 Executives at the top level of organization. There are ten junior grunts under a senior grunt , five senior grunts under junior officer , three junior officers under senior officer and the number of senior officers under an Executive is not fixed.

When Sam had already read all the memories of Jacob related to the SRL, he brainwashed Jacob as well. After doing this he came out and found out that all the people inside have been made hostages.

His psychic powers were not enough so he just asked Mew and Mewtwo to take care of them and sent them all except Jacob to his Small world. He then followed Jacob to the monitoring room and copied all the data there to his system. Later he transferred all the machines to his Small world.

Sam decided to root out all the bases of SRL in Kanto in one fell swoop. So he taught Charizard HM Fly and flew towards to sky. He went to Fuchsia city first, then to Cerulean city and he also made the people there hostage and put them in his Small world along with there equipments.

Now Sam is on his way to the Vermilion city at fastest speed as he did not want the SRL people there to sense that they can't contact other bases. After packing up the Vermilion city base as well, Sam finally relaxed.

Then he silently stayed at pokemon center for week and brainwashing each hostage as soon as his psychic recovers. He has long thought of what to do with these peoples. He is going to form his own force as there are a lot of things that are not suitable for him to do with his identity. He will ask these people to do these things for him.

He had scavenged a large amount of building materials from the bases of SRL. He instructed the people to built a building near the World tree in his Small world. He is going to use this building as the base of his personal legion. He decided to make SWL, Small World Legion, based on the people scavenged from SRL.

He allowed them to move freely in Small world and use its resources to increase their strength till the Indigo league and then he will arrange tasks for them. As these people were brainwashed using psychic, they are 100% loyal to him, so he didn't worry about betrayal.

After arranging all the things Sam decided to use Gacha tickets as he has hoarded 50 tickets till now.
