(Gotham City-Gotham Police Department- A few hours later.)

Batman was on the roof of the building. The search light with the bat signal on it, shining brightly and projecting the symbol of Batman into the night sky. In front of Batman was Police Commissioner James Gordon, who looked like he had aged a few years, and did not look happy right now to say the least.

In fact, the man looked downright terrified about something. "You seem worried about something Commissioner. What's the problem?" asked Batman while the Commissioner surprised him by taking out a cigarette and started smoking.

A first for Batman to see from the man, since Gordon never smoked. A drink here and there in his office, but nothing too bad that it impeded his work either, or ability to lead the Gotham Police Department.

"Its about the ninja assassin case that was closed by the goverment. The one where the killer basically slaughtered all, of the big time inmates at Arkham." said Commissioner Gordon, who had a tone of defeat in his voice.

"What about it? Did it get unclosed?" asked Batman since it would be great.

"No. I need you to back off from this one case. Permanently." answered Commissioner Gordon with Batman frowning.

"Why? What happened?" asked Batman with Commissioner Gordon taking a long drag ,from his cigarette.

"His new subordinate tobi in a orange swirled mask, came to visit me. Here in the police station." answered Commissioner Gordon with Batman narrowing his eyes.

"Tobi?" whispered Batman with Commissioner Gordon ignoring the name ,since he did not care about that right now.

"Yes. And he didn't enter through the window like you would expect ,from a ninja to do. No. The man quite literally walked into the police, and pranked everyone so bad ;we have a few people in the infirmary. It was all on cameras, but no-one noticed his presence; till it was too late. He then started walking right into my office, like he was the Commissioner." whispered Commissioner Gordon fearfully.

(Flashback-Hours Ago During batman's meeting with Tobi.)

The phantom of Tobi started to merrily skip into the building, without any fear or hesitation. His orders were clear, following his creation by Madara. Make it quite clear to Batman that he should back off right now ,or there would be trouble.Which was why Madara decided to go for a target, considered to be valuable to his persona as Bruce Wayne, and several others around him. Namely one Police Commissioner James Gordon.

Tobi had replaced the contents of the toothpaste he found ,with superglue. Placed a few temporary body swap seals ,that last 24 hours. Placed special concoctions in drinks with his true shadowclones, this made them crave donuts. He placed an order for the delivery of a box of donuts, to the place earlier. He had a clone place a magical curse on it ,that made those who ate it; transform into pigmen. He used a massive replacement jutsu combined with magic, to replace the light bulbs with enchanted ones. That turn off at the most inopportune times ;near the staircases. It does this by sensing nearby people, that are staggering or walking slowly. This would emulate being drunk or carrying alot of stuff. At the end he tied quite a few peoples shoelaces ,using shadow tendriles. He also used space manipulation to have whipped pies, placed strategically. He then used a genjutsu timed seal ,for guy senseis and Lee's class on how to be most youthful. He had invisible seals placed in dark places ,where it would release a small shadow clone; that looked like a small girl with a doll. She would ask for help, then knock them out and strip them of their clothes. Also I even made a realistic dream demon seal, that when they fall asleep in the place ;they would be hunted down. It won't kill them but torcher them. A few seals made peoples d**ks too small, while others too big. Some made them randomly have an **gasm, another would make them say embarrassing secrets. A few temporary hexes like buckteeth,big nose when lying, first sights true love. When everything was all set, I walked in the door, and everyone looked at me and I said. "Hi I'm tobi! Here's the donuts that were delivered, he left in a hurry screaming about men in tights." The seals then activated and people rushed for the donuts. The ones that wanted to warn them tripped and fell into whipped pies. They were then caught ,with the Lee and Gai-sensei timed seal genjutsu. They took my donuts and started transforming. When they realized I pranked them and went for their guns. I threw down a smoke bomb and knocked them out, since it was 12 people it was easy. One of them was detective Bullock, I just knocked him out with a chop to the back of his neck. Then tossed him like a ragdoll. I then slowly walked towards the police commissioners door, passing by someone humping his true love "His desk lamp" he passed out ;after getting zapped. No rank in the building was spared. It didn't matter if you were a police sergeant, police lieutenant, or police captain. It didn't matter if you were part of a S.W.A.T. team, in full body armor and fully armed to the teeth. They all got pranked.

As all the police did walking from one floor, to the next. All the alarms the building had were, cut earlier so no one could warn anyone, inside or out of the building. It was only when Tobi entered the busy room filled with countless police officers and detectives, did everything seem to stop. Everyone looked at him in shock, while he stood there unmoving, as if someone like himself standing there was normal.

When it was all over, only tobi was left standing walking past the injured bodies of over 40 well trained, and armed police officers. He was almost at the entrance, of the commissioners office. He was stepping on Detective Bullock's large pigman body, he silently opened the door ,to get to his intended target. Instantly used genjutsu to turned into a flock of bats, in actuality melded away into the shadows. This was because of the gun held by said target, fired itself at him ;at near point blank range. It was a smart move on Gordon's part. Once the door was open enough or about to be open, the Commissioner would have a chance to fire dead on at his target. However, to ensure it was his target, and not a fellow police officer. He had to sacrifice his own, and wait until he walked through the door. Sadly though, the Commissioner's plan ,would have only worked for a normal person. Also only if the attacker got sloppy, if not arrogant in the process.

'Great! Out of all the people I have to take down by myself, it has to be the one with skills like Batman;but more lethal. The only reason he didnt kill anyone, is probably because of his master.Also has some kind of shape shifting power.' thought James Gordon while eyeing the door, and the fact the man he shot; turned into a flock of bats of all things.

"Police Commissioner James Gordon. I'm tobi, I'm a good boy. So I listen to master, master says I need to talk with you. Since I good boy, I no kill people but make them happy with pranks." said Tobi in a joyful playful voice like a child.

'How did he get in here? I didn't see him come in and there is only one door, for entering this room. So how...?' thought Gordon before the bats materialized into tobi in his mask, Akatsuki cloak, and Akatsuki hat wearing glory.

Before Commissioner Gordon could even raise his gun to aim it at tobi, the ninja of the two. Quickly cut the barrel of the gun in half ,with a finger slice!. Then he grabbed the man, not before taking out his masters scythe.

"Master say guns are bad, tobi good boy so no guns!! No worries, I take care for you!" He said with cheer.

Gordon tried to get out of his grip, but the sight of the scythe in tobis hand ;now poised at his neck. Made the Police Commissioner of Gotham City ,stop trying almost instantly.

"Master says that toys with no strings bad, so I try to keep toys intact. Some toys mean and hurt me, tobi bad boy he hurts toys. tobi want to be good boy, so no hurt tobi!" said Tobi with Gordon not moving in the slightest, but it was clear that his eyes held the fear ;one would expect in his situation.

"Why are you...why are you here?" asked Commissioner Gordon with Tobi looking him right in the eyes even if he couldn't see it.

"Master sent me. Tobi good boy ,so he sends masters message. Batman bad boy no listen to master, tobi good boy so he want batman to be good too. Batman need to stop looking for master, I think he wants to touch masters Nono's. As I know master, no scared of anyone. Master say to make sure noone touches my nono's. Only a mistress can touch my nono's. " said Tobi with Gordon now sweating heavily at this point, since he had an idea. Of what the message was and what the warning had been. He was also thinking 'This guy was a lunatic!! Is he for real, if so what pranks did he do? I heard people screaming for god sake, and squealing like pigs!'

"Please don't kill me. I know you probably have heard people beg before, but I truly don't want to die. Please! Surely it doesn't have to be this way." pleaded Gordon while his eyes glanced over at a picture of his daughter Barbara, Gordon smiling at him from his desk.

Glancing over in the direction Commissioner was looking at, tobi saw the picture, and turned to look fully at the man. He remained silent in front of the Commissioner, who feared his plea for mercy would be ignored, and meet his end here with a scythe through his throat or c.h.e.s.t, and possible soul reaped. What was really happening was tobi having a mental thought on how to proceed in, scaring the man into listening to him.

'I see. Well I guess I could use his daughter as a threat. The plan was originally to scare him, into making Batman back off, with the threat of a painful death. This works good too, I'll use it'

"Listen to tobi, be good boy. One thing you need to do. Master says listen, then you be good boy.

Good boys dont meet masters blade, blade bad it cuts toys strings." replied tobi while Gordon nodded.

"Name it." gasped Gordon while hoping it was , at least somewhat reasonable.

"Batman try to find master, badboys seek master ,only good boys let master seek you. If been bad boy, master punish bad boys. Arkham had many bad boys. That toy c.h.e.s.t closed , bad boy bats try open. I want batman be good boy, warn him we did. Refuse to stop he did, bats open c.h.e.s.t. Punish someone close, for punish bad boy I must. You not best toy, but toy have many strings. As city pigman , toy get hurt show master serious. This help make batman good boy. Master dont want disrupt justice, but punish I must. Justice need in city for good boys to be present." explained Tobi with Gordon giving a small nod.

"I understand." said Gordon with tobi shaking his head slightly.

"No no. Master need toy, pull string on bats.

Bad boy bats, like to be bad boy. Make batman look bad, make you good boy. If you do not, bad boys get closest string cut. Toy girl ,would be broken toy." replied obito with Gordon's eyes going wide in shock and fear.

"No! No! Not Barbara. You leave her out of this! She's innocent in all of this!" protested Gordon, but was stopped from resisting when the pointy tip, of the scythe in tobi's hand touch the flesh of his neck.

"Good toy ,master no want to break. Master good ,but toy might need doctor. Toy brain very fragile, pigmen toys understand. Ask them you will. Call bad boy Batman, after I good boy leave. Don't be bad boy, taste this you will. See what girl doll see, if you be bad boy. <tsukuyomi>" He was put in a horror movie turned into a game and he was notified of the rules. He was there with his wife,daughter and batman. He was in there for a week nonstop, as I didnt want him to be in a coma. Out here it was less then a second ,but it took a few seconds for his mind to catch up. I helped by healing his head. I then continued "Now be good boy, or toy girl will experience that for a year." said Tobi before removing the weapon from Gordon's neck and dropping the man so he fell on his b.u.t.t. He was pale and shaking.

"Jus-just don't hurt her. I will talk to Batman. I will get him to back off. Even if it means I have to kill him to do it." said Gordon while breathing quite heavily, but was quickly calming down, knowing his little girl was safe...at least for now.

"Good boy, keep promise you must!" stated tobi childly, like his world would be shattered otherwise. While pointing at Gordon to further emphasize the point.

"I will do what you ask. Just please...don't do that to her. Even if I fail to get him to stop, she doesn't deserve that fate. Just kill me should I fail and be done with it." pleaded Gordon with tobi tilting his head for a second before turning to the picture showing Barbara smiling, at the camera that took it.

Before Tobi sliced it horizontally in half in a single strike. Taking off her head in the picture.

"Fail my Master and he be bad boy. No more deals. Two broken toys." said tobi before he was gone by dispersing in a flock of bats, that smashed through the window.

And leaving a crying Police Commissioner ,on the floor of his own office.

(End Flashback)

"Now do you understand? This is why I need you to back off Batman. This isn't just my life hanging in the balance, but my daughter's life as well.Not only will he kill her ,but torture her too! He did this with just a look, now don't give me bullsh*t and say a police detail could protect her from that!" said Commissioner Gordon with Batman frowning.

"Surely she can be protected by the best ,taken out of state in the Witness Protection Program." offered Batman since he had no intention of letting this go ,as madara is poking him hurting his pride.

"Something tells me, the Witness Protection Program won't work. Hell, its barely works against the Mob after witnesses testify at their trials. This ninja took down every single officer, I had in the building. By pranking them, without being noticed!!! Now if he turned lethal ,they would be dead! They are just now turning back into humans, he turned them into pigman for christ sake! And he didn't just enter through a window, the man entered through the God damn front door! This ninja threw Bullock over his shoulder onto the ground ,like he weighs next to nothing! That was when he was a pigman, looking at the cracks in the ground he weighed a ton. He tore through my precinct making it a joke, and had a scythe pointed at my neck ready to end my life.That is not a open casket funeral! And now I have gotten my only child locked up in this mess, because I begged for my life! Also ask my officers, the damn guy can put you into a nightmare; that will make you suicidal with just a glare. Nevermind what he did to me and what he has planned for my daughter!! If you cause this to my daughter, friends or not I will come and kill you!!! This is worse then death! Now he has threatened my daughter with this! I'm sorry old friend my hands are tied." remarked Gordon before he took another drag from his cigarette.

"He is a ninja Commissioner. They don't honor deals like you or I would. They have no honor. Unless it benefits them to honor agreements, we cannot trust what this tobi says about not harming Barbara." said Batman knowing he had to convince Gordon to let him do this.

"I'm sorry Batman, but I can't take that risk. I can't risk my only child's livelihood ,so you can take down these two ninja. Even the best CIA agents ,or even lex luther's assassins cant stop a person from looking at someone. Plus with no proof, she could have just gone into a coma or gone crazy! These ninja just want to be left alone. So you either give me your word that you will back off entirely from this case, or...or I will arrest you. Right here. Right now! Also dont think you can escape ,I called in some anti-heros for backup." said Gordon with his new revolver having been drawn at the end.

"Don't do this Commissioner." said Batman before more policemen came out ,with guns drawn and pointed at him. Along with 5 super powered anti-heros.

"I'm sorry old friend. For what it is worth, I didn't want it to come to this between us. But if I have to choose between your crusade and my Barbara's life...I would choose Barbara every single time." said Gordon with Batman's eyes narrowing.

"And I understand that. But sooner or later you will realize Barbara, cant be protected by those capable of doing it. And this was my only chance of doing it. Until you do realize this, all I can say to you is I'm sorry we disagree. Perhaps you will let me go, if I promise I'll say off his case for 5 years. If not.... all I can say is goodbye Commissioner." replied Batman before he threw down smoke pellets ,that covered the area around him in smoke, so no one would see him leave. However the superpowered people went into action. Taking away the smoke with airbending they see him run of the building. This was Gordon's last favor for batman. "Get him and put a bounty, on his capture! Hurry!" commanded Gordon with everyone rushing from the roof ,to get into their cars and drive off in multiple directions. Meanwhile the anti-heros or Mr.Sauron in disguise gave him a hard chase, but let his mouse go. To play with, at a later date.

"I see he didn't take too kindly ,to the command of backing down. Knowing what was at stake for you and your daughter his former batgirl." said Madara himself from behind Gordon after appearing from the shadows.

"No. No he didn't. And its not like I didn't try to convince him either. I told him what you did, what you said, and what you threatened to do if he didn't stop. Surely you can't hold it against me or my daughter for this." said Gordon while feeling like the icy grip of death ,was slowly reaching out to him.

"No. I suppose not. You did what was asked of you Commissioner Gordon and you did it to the best of your ability, while remaining loyal to your old friend. If you didn't I would have killed you already, as a person who betrays their friends is worse then sc.u.m. Now this doesn't mean ,I dont want you to honestly try. It's a one time thing as, if I didn't show I was serious everyone would take me for a joker. Batman was clearly going to say no ,to your plea regardless of what threats were used on you, your daughter, or on him personally.Even thou you cheated us by using a place, he can escape from easily.You did send the anti-heros after him. As such, the order of harm to your life and your daughter's life ending by my subordinates hands, has been...rescinded. However if he continues after another warning of mine, I'll have tobi stop by ;for daily greetings of friendly pranks. " said Madara while Gordon was somewhat happy and fell to his knees in relief.

"Thank God" whispered Gordon before he felt madara's iron grip on his shoulder.

"However, such a thing is not without a heavy price. If you wish for such an order to stay rescinded, you will allow myself, or my subordinate to move throughout Gotham City; without being pursued by your department. As we are anti-heros and we have the peoples backing. Understand? " said Madara with Gordon nodding his head.

"You no its not like the government would have allowed us to catch you. As for the question yes I do." whispered Gordon while accepting the terms ,if it meant saving his daughter's life.

As far as he was concerned, they were more then fair. Besides, the only people these ninja had killed (or the Master had killed) were corrupt guards, criminals, and psychos of the highest level. So long as innocent lives, namely his own daughter, weren't killed by these two, why should he care?

"It has been a p.l.e.a.s.u.r.e doing business with you, Commissioner Gordon." said Madara before he turned around and left without a sound.

*All clones return to the original, reworking plan.*

Team C: Collect all the villians that deserve rehabilitation that madara didnt ,with an army of henged cloned ninja. Collect DNA of superman. Collect Superman tech ,by having a ghost clone always stalk him with exceptions.Use information collectors to gather the good data, from all villians that work in science or any equally important department. : complete

Team D: Dominate the world economically, politically, and scientifically. Have army of clone scientists developed many new power syrums ,and power replication into machine. Best if used on subordinates and not self ,as genetic makeup will be corrupted. Completed

"Okay disperse!" 'Oh this is going to hurt ahh? wait I think I underestimated, the effect of the Antimatter.Wonderful.' I then walk into the lab.

"What's the progress?" I say to my remaining clones working with Mr Sauron.

"Kukuku good but the darkmatters power generation, is based on the chromosomes and bonds in the DNA we have. Humans are limited to only so far, so I took the DNA you gathered of diana the demigod, and all the best alien DNA of course. Also our own dna, with this we could make a body with pre 4th ninja war Madara be able to handle ,a plethora of at least 100 different powers. As for ours, it would be 1000 but it's best we keep to the best. This is because, it takes a long time to understand laws of the omniverse. If we spread our eggs too far...it will hinder our potential with the others. Also we don't want to stop fighting , while thinking of what to use during battle." My Clone said

I then create more clones to finish up, the batman reeducation program; not that it matters anymore. I at least want the presence to be happy enough, that he wont tell that reaper god of speedforce.
