The Rise of Malfoy at Hogwarts

: Hogwarts-School Board

   1. It is composed of twelve board members. One of the twelve board members will be elected as the chairperson. Among them, Lucius Malfoy was the chairperson of the board of directors before 1993.

  2. Inferred from the British Muggle education system, the composition of the school board is generally composed of parents of students and celebrities in society

  3. The appointment of the chairmanship of the school board needs to be jointly recognized and recommended by the remaining eleven directors. Similarly, the chairmanship can also be removed with the joint approval of the remaining eleven directors, and even the director members can be expelled from the school board. When there is a vacancy in the school board (when the director dies or is dismissed), if a new member wants to join the school board, a letter of introduction from the Ministry of Magic and the consent of more than half of the directors are required.

  4. Before the Ministry of Magic intervened in Hogwarts in 1995, the school board had three main responsibilities:

-The power to appoint and remove the principal from office (e.g. Lucius was signed by all members of the school board in 1992 and successfully removed Dumbledore from office)

-Accept and deal with parents’ dissatisfaction and complaints about school system problems (e.g. in 1993 the school board accepted Lucius’s complaint about Hagrid’s improper management of the Magical Creatures Section which resulted in student injury)

-When the school board deems it necessary, issue major instructions to close the school or restart the school (e.g. after Dumbledore’s death, several deans agreed to consult the school board and let the board decide the next year’s Does Hogwarts start school as usual?)

   5. In 1995, the Ministry of Magic under Fudge's power revised the decree and forcibly appointed Umbridge as the acting principal. The power of the school board, like the power of professors, was taken away by the Ministry of Magic. But because of this, Umbridge’s appointment did not abide by the ancient contract between Hogwarts and the Ministry of Magic, so Umbridge was not recognized by Hogwarts Castle and could not gain access to the principal’s office.

  6. In 1997, Voldemort captured and took control of the Ministry of Magic. He forcibly appointed Snape as the acting headmaster. However, Snape's appointment was recognized by Hogwarts Castle, so he was able to enter the headmaster's office. It can be inferred from this that Voldemort and Fudge's handling methods must be different. Voldemort may also use force to make the school board submit and agree to appoint Snape as the acting principal (the lack of backbone of the school board was in the 1992 Secret Chamber Incident). It is evident that when Lucius is threatened, he easily succumbs)

Note:

The author has seen a misunderstanding in several fan fictions, thinking that the school board has the obligation to pay for Hogwarts' daily expenses. This is wrong.

In July 2015, Rowling stated on his Twitter account that both Hogwarts and St. Mungo's Hospital were funded by the Ministry of Magic for all expenses (that is, wizard taxpayer money). Therefore, as a member of the school board, not only does it have no financial burden, but on the contrary, it is still an existence that can check and balance the power of the principal. Therefore, Lucius's expulsion from the school board will make Draco feel unhappy.
