The reason why they have to sent two guardians to each kingdoms, Is to prevent their descendants from being used in the war...

Now that i know that the 'Evil' is in Fukase's eyes, It doesn't make sense that they are still sending the guardians to other kingdoms instead of just focusing on Fukase... This would be more safer anyway...

There is only one explanation on that!
