Inoichi Yamanaka, Tsume Inuzuka and Shikaku Nara sat in the Hokage office, answering the call of their Hokage.

"Thank you all for coming. Now before we talk about why I asked for the three of you to come to see me, is there anything you three would like to speak to me about?" Asked Hizashi.

Tsume did not wait long to immediately ask a question, "Hokage-Sama what is the danger level? Are we safe in the village or are we under a constant threat? In your speech, you implied the Kyubi might retaliate violently for the smallest offense. If so then we need to get our pups out of here."

Hizashi shook his head, "And go where? There is no haven for us or our children outside Konoha's walls. We will be in the open, easy for the culling. Konoha's bloodlines and clans secrets are a hot commodity, I do not doubt if my son was to get captured he will be used as a breeding mare the moment he hit puberty followed by the removal of his eyes when they m.a.t.u.r.e if they even have the patience for it. Inoichi closed his eyes trying to figure out what Shikaku meant.

"Leave anyone under the age of 16 in the shelters. That's what he ordered when he asked for everyone to gather at Konoha's square." Said Inoichi.

Hokage-Sama has already glimpsed this fact and this is why he ordered the civilian council to keep the next generation out of it." Said Shikaku.

"Shikaku is correct, myself and Hiashi reached the same conclusion as well from our short talk with the Kyubi earlier today. Yamanaka-San, this is why I called for you. I need you to do a complete evaluation of the Kyubi, a psychological profile. You are to assume you know nothing and understand nothing about him, I need you to be impartial, precise and fair. You are not to do a profile for a demon or a beast, do not treat the Kyubi profile any different from any profile you have done before, consider him a human if you must. You will be provided with complete, accurate records of every conversation any of us have with him from this point forward. Start with Hiashi and have him write down our conversation with the Kyubi from this morning." Ordered Hizashi.

"Yes, Hokage-Sama. I have done a profile for the Kyubi under the Fourth orders but it appears I will have to start over. It will not be easy to remove myself from it all, I'm about to become a father and fear for my infant might affect my ability to be perfectly impartial. I will employ the help of my wife and two other, older, and more experienced elders of my clan to ensure my work this time is not affected by any previous hypotheses and speculations." Said Inoichi.

"I can't ask for anything more. Inuzuka-San, has your husband's condition improve?" Asked Hizashi.

Tsume sighed and shook her head.

"I'm sorry, I wish him a speedy recovery. I was hoping you will be able to take over the late Fugaku Uchiha station and position. The Uchiha clan can no longer be the sole clan responsible for Konoha's police force. I'm afraid only Shinobi children and civilians survived the clan purge. I will be heading to their compound after this meeting and hopefully help maintain what's left of it." Said Hizashi.

"It will be an honor Hokage-Sama." Said Tsume while bowing her head.

"Excellent, then you may assemble the new police force from the Inuzuka clan, Aburame clan, and the Hyūga clan. Start by having a meeting with the Hyūga and Aburame heads to sort out the details, once you are done send me a complete report and your proposal for review and approval."

"Hai, Hokage-Sama." Answered Tsume.

"Yamanaka-San, Inuzuka-San, thank you, you are dismissed." Said Hizashi.

Inoichi and Tsume stood up and bowed deeply towards their Hokage and left the office.

"How bad is it going to be?" Asked Hizashi.

"A fourth Shinobi world war, we will be surrounded from all sides and attacked mercilessly. We can expect even the small villages to be on it. It will be a grand opportunity to remove Konoha off the map permanently, there will be a lot to gain and the sight of the four other major countries and villages united against us will simply encourage the far and near to join in the fun." Said Shikaku.

"Is there any way to avoid this scenario?" Asked Hizashi.

"Not when our landlord is counting on it." Said Shikaku.

"You think he wants it to end up this way?" Said Hizashi.

"I think so, what other outcomes will come from the assassination of our Daimyō, the elimination of the Land of Fire current political system? A military insurgency to replace a feudal lord with a monarch, this is an ideology shift. the end of Feudalism in the Land of Fire, replaced by Monarchy. It will drive the fear of Kami in every single Daimyō out there, and they will be heavily supported by everyone around them for fear of being next." Said Shikaku.

"We need a counter-proposal then, to present it to the Kyubi. We can perhaps suggest a delay until we have the new political system he wants to take roots in Konoha."Said Hizashi.

"It won't work. The Kyubi is fully aware of all of this, I'm certain. He gave me three days to plan and a week after to execute. The timing makes no sense unless he wants a worldwide war to happen." Said Shikaku.

Hizashi stood up and started pacing around his office in deep thought.

"No, the Kyubi is not unreasonable. At least I don't think he is. There is a way to accomplish what he asked for and avoid the ire of the other Daimyōs. We conjure legitimate reasons for our insurgency and instead of calling Kushina publically a Queen, we just call her our new Daimyō." Said Hizashi.

"Corruption, the easiest reason in the book for any insurgency. It will take time to gather evidence unless we plant them ourselves. Then you will have to convince the Kyubi this is the way to go instead of outright announcing a monarchy to the world." Said Shikaku.

"Alright, you still have two more days. I will try to speak to Kushina and see if it's possible to convince the Kyubi to do it our way and buy us some more time to do it right." Said Hizashi.

"I don't think you will be able to pull it off Hokage-Sama. The best you will achieve is to convince him to legitimize our treason, he will only be humoring you." Said Shikaku.

Hizashi frowned then signed with his hand for Shikaku to follow him.

The Hokage left his tower and headed straight to the attached residence to it. A quick knock on the door was answered by Shisui. Hizashi smiled at him and asked him to request a meeting with Kushina for them. They were allowed in and Hizashi lost his composure followed by Shikaku muttering "Troublesome."

"Mito-Sama?" Asked a stuttering Hizashi.

Mito bowed in greeting and smiled at him.

"Is this the Kyubi doing? Do not get me wrong, it is good to have you with us again Uzumaki-Sama." Said Hizashi.

"No, it was honored ancestor, the Sage of Six Paths. The Kyubi will not be thrilled if he found out." Said Mito.

"The understatement of a lifetime." Muttered Kushina.

"It is good to see you alive and well anyway Uzumaki-Sama." Said Hizashi.

"Come and sit, we will accommodate you as best as we could given the current state of your soon to be residence." Said Mito.

"It is good to see you again Kushina-Sama, your majesty, it has been many years since we were in the same team under Tsunade-Sensei guidance." Said Hizashi while bowing.

"Drop it Hizashi-Kun, we are friends and teammates." Said Kushina only to get her b.u.t.t cheek twisted hard by Mito.

"He will not drop it." Said Mito.

Kushina had tears gathering in her eyes as she looked hurtfully at Mito while rubbing her b.u.t.t.

Hizashi smiled wryly, this is the teammate he cherished and respected deeply, he now knew what's Mito's purpose here is, soon the loveable red habanero will be gone from the public sights and reserved only for the closest of confidants.

"Please sit." Said Mikoto while carrying a tray with tea on it.

Shikaku wanted out, too many troublesome, supposed to be dead women in one place.

Hizashi made no comments and sat down with Shikaku doing the same.

"Let me guess, Kyubi." Said Kushina.

Hizashi sighed and nodded his head.

"He has ordered Shikaku to uproot the current political system of the Land of Fire and deliver the Daimyō head on a spike, in short." Said Hizashi.

Kushina rubbed her forehead and g.r.o.a.n.e.d in unladylike behavior, it earned her a quick smack on the head by Mito.

"Do it." Said Mito.

"Mito-Sama, if we do it then war will break out, it will be us against all. No Daimyō will accept it, they will consider it a direct threat against all of them." Said Hizashi.

Mito closed her eyes as she enjoyed the tea offered to her by Mikoto.

"Kill them all simultaneously." Said Mito.

"What?" Said both Hizashi and Shikaku together.

"The end of the year is fast approaching, the five Daimyō of the five great countries will soon be in one place, a tradition before even my time." Said Mito while continuing to sip her tea gracefully.

"The five nations annual summit." Said Shikaku, he closed his eyes and put his hands together each finger matching the other as he concentrated deeply.

"Let the flame of chaos engulf the five nations, and from its ashes, a Phoenix rises, a Fire Queen." Said Mito.

"Yes, soon our Daimyō palace will request the usual escort for the Daimyō protection details, where is the summit being held this year?" Asked Shikaku.

"It is supposed to be Earth country, but Iron country was requested to host it this year due to the recent third Shinobi world war. Iwagakure did not want to open its borders to foreign Nins so soon after their major losses at our hands." Said Hizashi.

"Excuse me Hokage-Sama, Mito-Sama, Kushina-Sama, I need time to think, I will be in my home if you need me." Shikaku stood up and bowed deeply to everyone before he hurriedly left.

"Extremely dangerous. To accomplish it safely under Mifune's watchful eyes while covering our tracks will be a true test for Konoha's black ANBU." Said Hizashi.

"Shinobi." Said Mito.

"Yes, it is what we live for and train for our whole life. Do you think the Kyubi will allow us the time for it?" Asked Hizashi.

Mito nodded, "He is many things, but a fox above all."

Hizashi finished his tea, then switched topic.

"Kushina-Sama, we can't delay the burial ceremony for our Third and Fourth Hokage any longer, would you like to be involved?" Said Hizashi.

Kushina shook her head.

"I understand, what about you Uchiha-Sama? Your clan has suffered major losses recently, only children, old retired women, and men are left. They need a clan head, someone to lead and protect the clan's next generation." Asked Hizashi.

Mikoto frowned, she left to protect her children from the clan but it is gone now, the clan went through almost a complete purge.

"They consider me a traitor, I don't think it is wise for me to get involved even with just the children." Said Mikoto.

"Allow me some time to take a deeper look at the current state of the Uchiha clan. I will have a report sent to you after, you can make a final decision then." Said Hizashi.

"Yes, Hokage-Sama, but please understand that I now regard my place to be by Kushina's side. If I do take over the clan then they will be utilized to serve her one way or the other." Said Mikoto.

"Concern yourself not. If we are to have a royal family then having a clan directly responsible for their safety and service is wise, even if this clan Shinobi force is entirely composed of Genin at the moment. The next generation is bound to take over after all." Said Hizashi.

Mikoto looked at Asami who nodded at her in support.

"I await your report then Hokage-Sama." Said Mikoto.

"Before I excuse myself, I do have a favor to ask, Kushina-Sama." Said Hizashi.

Kushina tilted her head cutely at Hizashi, Mito had to restrain herself from smacking Kushina's head for her lack of any grace.

"I would like you to fake the Yondaime signature and stamp on a letter naming me the 5th Hokage to be sent to the Daimyō office. We will conjure a story of the Kyubi becoming the village and the country as a whole guardian and protector. It will be one of our delay tactics before the truth comes out. Buy us time to execute the plan Shikaku delivers to the Kyubi. It will be a difficult story to sell, especially if we managed to let a spy slip through us and they are already on their way to report back what happened yesterday to their villages. ANBU assures me nothing leaked and even the death of the Third did not leak out yet. However, I like us to be ready and control the news cycle." Said Hizashi.

Kushina nodded, "I will write a will naming you Minato's successor and sign it using his handwriting. You should search your office in case Minato did leave a succession will behind, I can't imagine him heading towards his death without accounting for everything." Said Kushina.

Hizashi nodded, "I looked but I could not find anything and neither I or Jiraiya-Sama are privy to the office secrets."

"I know all the secret compartments in the Hokage office, I will drop by and show them all to you. They have seals on them, stopping your eyes from noticing any of them." Said Kushina.

"I will be in your care then Kushina-Sama." Said Hizashi, he stood up, bowed deeply and headed out.

Meanwhile, a certain fox was deep within his mindscape studying the scrolls he recently memorized.

"What are you focusing on." Asked the Sage.

"Yin release, at least the dark aspect of it." Answered Kurama without paying much attention to his father.

"It is the same thing, Yin is darkness as much as Yin release is spiritual energy controlling the imagination to create form out of nothingness." Said the Sage.

"Darkness or shadows, in essence, are nothing, I see." 'I wonder what is Dark Energy and Dark Matter in space are then, perhaps it is Yin energy at its purest form without Yang to breath life into it nor an imagination behind it to direct it. Could be completely unrelated too.' Said and thought Kurama.

Time went by quickly for the village hidden in the leaf. Hizashi Hyūga and Shikaku Nara were heading towards the giant fox in steady steps, climbing up the Hokage mountain. Once they arrived in front of Kurama, they both bowed and sat down.

Kurama opened his eyes without saying anything.

Shikaku took a scroll out and spread it open for Kurama's eyes then, after five seconds, destroyed it with a small fire jutsu.

"It is promising but incomplete and outside the time frame I gave you." Said Kurama.

"This is the best opportunity, we strike early and we will have a war at our doorsteps, we do it this way and chances are, by the time everyone sorted out the mess we created, it will be too late for anyone outside the Land of Fire to care." Said Shikaku.

Kurama closed his eyes to think. He wanted the four villages to group up at his doorstep, they will certainly bring most of his siblings to fight him, an excellent chance to free them. However, there is another possibility, not war but rather complete isolation. Trade is cut off and no more missions coming Konoha's way, it will slow down some of his plans if Konoha lost its wealth. 'Establish the Kingdom first or after a massive Shinobi purge. Which path to take...'
