Chapter 19 - Aftermath

When Jack woke up the sky was dark and dreary. 'I don't want to go sailing in the rain. I may as well go explore for awhile. Can't get too far from the action afterall' He thought lazily. Jack packed up his little ship and started walking in some random direction. There were a few big animals that tried to attack him, but they ended up inside his inventory after they were quickly executed. After some hours he thought he heard someone shouting something, so using his Haki he checked the area around him. To his surprise he found someone he didn't want to find here. '*Sigh* That rubber moron is here' he thought tiredly. Not letting there be a chance of him being spotted, Jack moved within the darkness and away from that area. 'I don't want anything to do with that stubborn bastard' He thought as he got a few kilometres away from Luffy's position. "May as well go and see how Foosha Village is doing" Jack thought before continuing his walk in that direction.

(Marine HQ)

In a big room in the main building there were dozens of powerful figures sitting around a table looking at the report they had in front of them. "Is this for real?" A Vice-Admiral asked skeptically. Sengoku, the Fleet-Admiral of the marines, looked towards the man that just spoke, then at everyone else gathered before saying, "This information is 100% real. Nearly every member of the Nobility in the Goa Kingdom has disappeared off the face of the world, the only thing left are mountains of ash. Their buildings weren't even spared. It wasn't just the nobility either. Merchants and brothels, hotels and auctions, everyone that had anything to do with slavery in the kingdom was erased. And to top it all off we don't even have a clue as to who or what did it." At the Fleet Commanders words, everyone in the room got angry. "Our influence in the East Blue is at an all time low right now. You all remember awhile back when one of our branches there were all slaughtered correct?!!" Sengoku asked, his facial expression darkening and his voice rising. Everyone in the room nodded their heads at his words. They would never forget how someone came into one of their bases and killed everyone, then proceeded to spell a message with the corpses and spread the image throughout the world. After getting confirmation from everyone present Sengoku continued, "Well we are losing the people's trust in us. Pirates are disappearing and we don't know where. And to make matters worse, we are not getting any new recruits from the East Blue whatsoever and the many of the soldiers we have stationed there are quiting the Marines!!! It's not just there either!! After that damn message, "JUSTICE SERVED" there are reports of people questioning us!!" His shouts were making everyone in the room tense up.

The only person in the room that didn't seem the least bit effected was a big man that was muching on a bag of rice crackers. This was obviously Vice-Admiral Garp. "Are we sure that this is really a bad thing?" Garp asked, his voice void of any emotion. Everyone turned their attention to him, then an old woman wearing a Vice-Admiral coat asked, "What do you mean Garp?" "Tsuru you should know just like the rest of us that the Nobles are not good people. If I'm being honest here I'm surprised something like this hasn't happened already. It was only a matter of time before the people got tired of being enslaved and repressed, and we carry out those orders. Sure we protect the world from pirates and criminals, but we protect people worse than anyone else out there!! Every form of criminal activity has decreased in the East, be it pirate, bandit, or nobility, so yeah, I think it's not so bad!" Garp said sternly. Everyone here knew where Garp's loyalty was, to the people and the soldiers, not the nobility, so his words weren't too surprising. There were still people who disagreed with him though. A tall man in a read suit shot to his feet and roared angrily, "THEY ARE WALKING ALL OVER THE MARINES!! You are being too weak Garp!! We need to show them what true JUSTICE is!!"

Admiral Akainu just continued to stand in place with his hands on the table after his outburst. He, just like everyone present would never try to make a move on Garp no matter how angry they were at the man. Garp was a walking calamity when he wanted to be, and it would take everyone in the room to take him down if they wanted to, and they all knew it. When he heard Akainu's declaration, Garp narrowed his eyes to the man. Tsuru and Sengoku could feel the anger rolling off Garp, and they were preparing themselves to intervine should the situation call for it. When Akainu saw the murderous look in Garp's eyes, he didn't look paniced, but he did sit back down in his chair, and it was only then that Garp visibly calmed and went back to eating his crackers. "If you all want to send more people to the East Blue, then by all means do it, but you don't even know what you are looking for. The Celestial Dragons will most likey abandon that area once they realize that they aren't getting their payments from the dead nobles" Garp said before getting to his feet and leaving the room. Everyone else just sat in silence after his departure, until Sengoku let out a deep breath."*Sigh* Okay heres what we are going to do. I'll need 3 Vice-Admirals to volunteer to go to the East Blue..."

(The Five Elders POV)

In a large spacious white room the five elders of the world government, also the highest ranking Celstial Dragons were discussing the reports that had jsut come to them. "I'd wager this is the work of those damned Revolutionaries!" An old bald man with a large mustache roared. The other four elders weren't so sure of his declaration, but it was the only one that made sense for right now. "Lets send the marines there to check out the situation, see if they can get any information on what happened, try and put the peoples trust back into us" A tall thin man with white hair said. No one had anything better as they knew nothing other than the fact that the nobility were erased. In turn they did nothing that wasn't already underway. If the situation developed further they would act accordingly.

(Revolutionary Army HQ)

Dragon was surrounded by his comrades, people whom he trusted with his very life. They had all disgussed the mysterious masked man that did something that all of them together couldn't do, and how he gave them enough military supplies that they could arm a small army. "So, you have all heard my proposal about creating a separate force under the guidance of the Revolutionary Army. It's goal would be similar to the marines where we go out and protect the citizens and patrol for bandits and pirates. With it, we can openly recruit people to our ranks and in turn get a better force to counter the marines and Cipherpole. What are your thoughts?" Dragon asked the other commanders. Everyone was visibly thinking the idea over, and there would definately be a discussion on how the organization would start and who would be in charge of that branch. "I don't see a problem with the idea of creating a separate force to openly help everyone, but how will the marines react to another force doing the same thing they are trying to do?" a tall, slim woman with short, purple hair asked. "Quite simple Betty." Dragon stated before continuing, "If the marines act against the force we can publisize it, make it known that they don't want anyone else to keep the people safe. Make it seem they are actually the people we know them to be. Hopefully we can get the marines to stay out of our way. The details of the organization will need to be discussed, but if we get this up and running, we will rise faster and make the government fall."

(Shanks POV)

A tall muscular one armed red head was reading the newspaper, and his facial expression was conflicted. 'What the hell is going on in East Blue?!!' He thought worriedly. This man was none other than Red Haired Shanks, one of the Four Emperors of the sea. Shanks had more than an interest in East Blue, as there were people he cared for on the very island that had made the headlines. 'Are they alright?!' Thought after thought kept going trough his mind. He couldn't leave the Grandeline to go back to East Blue as the other Emperors were on the move right now, trying to expand their territories and he would not allow anyone to try and claim his. He would not show weakness, so all he could do for now was pray for the safty of those he treasured. 'I'll have to wait and see what comes next...' Shanks thought as he looked towards the sky, thinking great change was on the horizon.

The remaining Emperors didn't really pay the newspaper much thought as there wasn't anything related to them. Even the ever cautious Whitebeard didn't give the paper that much thought.

(General POV)

Jack had finally arrived back in Foosha Village, and he was pleasantly surprised at how the village was doing. He could see the residents had set up a watch tower in the centre of town that could see sh.i.p.s coming from the ocean or people coming from the roads towards town. If the lookout spotted pirates or a group of bandits he could let the remaining villagers know by ringing a bell. The villager all had weapons close at hand in their work areas so they could react quickly if needed. As Jack got within the small town, he notice Mayor Woop walking towards him. "Well hello there mayor. You folks sure set this up in a hurry, I'm impressed" Jack said with a smile. "Yeah we do fine work don't we? Anyway come on over to Makino's bar and i'll treat ya to a drink" The old mayor said as he began to head in the direction of the bar. Jack just smirked and followed along behind the man. 'I guess I can wait it out here until tomorrow, then I can head out and check the surrounding islands while I wait for the marines to show up' Jack thought as he reached the doors to the bar.
