Because if it leaked that a residual chakra of a Buju can be sealed separately into a human, then, people like Onoki will just try to experiment and If he will get successful, then the world will be thrown into chaos.

Danzo feels that if several shinobi have these power, then it will be very difficult to control them in the future. For him, it's better if only one has it and if he can control him, then entire power of Bijuu belongs to him as for Hiashi, he just wants to keep Shuichi from additional trouble.

representatives of various clans congratulated him. Ino felt sad on the spot and Yakumo congratulated him with a smile. He accepted it indifferently but felt disappointed inside for some reason.
